She makes the argument (at least implicitly) that some sectors are underfunded due to positive externalities and that this makes state interventions advantageous (as the state internalises all externalities). She sees a problem with monopolies and strong market concentration.
How about progressive taxes on capital? That would discourage conglomerates.
